Where Are Sweepstakes & Social Sportsbook Apps Legal? States Where Fliff, Rebet, NoVig, ProphetX, Thrillzz Operate

Sweepstakes sportsbooks are all the rage for anyone who wants to launch an online betting platform in 2024, all while traditional, licensed sportsbooks keep shutting down. Why? Much lower barrier to entry, and you can operate in 40+ states on pretty decent legal footing.

At all these sweepstakes sites — Fliff, Rebet, Thrillzz, etc. — you purchase a free currency, instead of making a deposit. Then you’re gifted another currency that can be turned into cash when you bet. So you’re not technically betting real money — only this other currency that converts to cash. This model gives them some legal footing to operate in all these states where online sports betting is either not legal or has limited licenses.

So where can you play sweepstakes sportsbooks? Well, a lot of places. Some platforms operate in nearly every state. Others in about 30. Sweepstakes casinos are also popular; they were the first mover in this space.

The legality in each state isn’t exactly clear — hence why Fliff, the biggest player in the U.S. space, does not operate in all the same states that Rebet, a newer entrant, does. So we’ll outline the availability of each platform rather than comment on its legality in all 50 states. Those two companies must feel different about the legal standing in some states.

Where Are Sweepstakes Sportsbooks Operating?

Right now, we’re tracking four sweepstakes sportsbooks and where they operate. They’re in a much higher rate of states than online sportsbooks, and and in even more states than pick’em-style DFS.

Rebet bills itself as a “social sportsbook” and it operates in 46 states.

Fliff was the first mover in the United States in this space, and has presumably the biggest market share. You can use it in almost every state — in Washington, you can’t use it at all, and in Hawaii, Idaho, Nevada, and Tennessee you can only use the free-to-play currency. ProphetX

Prophet is by our count the first licensed sportsbook to transition to the sweepstakes model. They launched in New Jersey as a betting exchange in 2022 but shut down in spring of 2024 and announced it would relaunch as a sweepstakes platform soon. Novig, another betting exchange that was very briefly live in Colorado, is making the same switch.
